गंगा ने फिर नकारे बाँध

अलकनंदा गंगा पर स्थापित पहला निजी बाँध, विष्णुप्रयाग जलविद्युत परियोजना की सुरंगों में बुरी तरह मलबा भर गया है और उसके निकट वाला दरवाजा टूटा

 

उत्तराखंड में बद्रीनाथ जी से पहले अलकनंदा गंगा पर स्थापित पहला निजी बाँध, विष्णुप्रयाग जलविद्युत परियोजना की सुरंगों में बुरी तरह मलबा भर गया है और उसके निकट वाला दरवाजा टूटा है।

जेपी कंपनी ने इस बार हर तरफ सुरक्षा गार्ड खड़े कर दिए ताकि यह खबर बाहर ना फैल सके। चित्रों से साफ़ जाहिर होता है कि बाँध का दक्षिणी दरवाजा नीचे से टूटा है और जून 2013 की आपदा में खीरोघाटी व अलकनंदा में उपर से आया हुआ मलबा वापस बाँध की सुरंगों में घुसा है और दरवाजों को तोड़ा।

जून 2013 की आपदा तरह इस बार भी जेपी कंपनी ने बाँध के दरवाजे तेज बारिश होने के बावजूद नहीं खोले थे। यह बात समझ से परे है कि अपने को विश्व स्तरीय तकनीकी ज्ञान वाली कंपनी मानने के बाद भी जेपी कंपनी के अधिकारी इस बात का जरा भी अंदाज नहीं लगा पाये कि मानसून में ऊपर जमा जून 2013 की आपदा का भारी मलबा वापस बाँध को व नीचे के क्षेत्र में क्षति पंहुचा सकता है।

माटू जनसंगठन ने यह बात अक्टूबर 2013 में राष्ट्रीय हरित प्राधिकरण (NGT) में दायर याचिका में पहले ही कह दी थी जो कि अब सामने आ गई है। जेपी कंपनी और राज्य सरकार ने प्राधिकरण को भी भ्रमित किया किंतु बाँध से नीचे के गाँवों, लोगों के संपत्तियों की तबाही की जिम्मेदारी से जेपी कंपनी नहीं बच सकती।

पूर्व में खबर यह भी थी कि जेपी कंपनी का यह बाँध दूसरी देशी और विदेशी कंपनी को बेचा जा रहा था। किंतु इन् परिस्थिति में क्या उन् कंपनियों को यह बाँध लाभप्रद होगा?

क्षेत्र व राज्य के हित में होगा कि इन् बांधों को सरकारें गंगा और जनहित में तुरंत रद्द करे नाकि किसी अदालती आदेश की राह देखें।

पर्यावरण मंत्रालय व स्थानीय प्रशासन को यह भी देखना चाहिए कि ऊपर से आए मलबे का निस्तारण कैसे हो? यह गंभीर प्रश्न है ताकि श्रीनगर के लोगो को जिस तरह जून 2013 की आपदा में श्रीनगर जलविद्युत परियोजना के मलबे में अपने घर व संपत्ति गंवानी पड़ी वो स्थिति दुबारा ना हो।

गंगा ने पुनः सिद्ध किया है कि बाँध उसे नामंजूर है। इस तरह के नाजुक पारिस्थितिकीय क्षेत्र में बाँध हमेशा के लिए खतरा पैदा करते रहेंगे। यह बात बांध कपंनी व सरकारों को समझ लेनी चाहिये नाकि बाँध को एक जिद्द के रूप में लेकर आगे बढ़ना चाहिए।

Ganga again refused Dams

Vishnupryag hydroelectric project situated at Alaknanda Ganga before Badrinath and furthermore the door broke down.

In Uttarakhand, a lot of debris has entered into the tunnel of first private dam of Vishnupryag hydroelectric project situated at Alaknanda Ganga before Badrinath and furthermore the door broke down.

Jaypee Company has placed guards all over so that the news cannot go out. This has been clearly visible through the pictures that the door has broken at the bottom and the debris came from Keeroghaati and Alaknanada from upstream in 2013 disaster, has entered the tunnel again and broke down the doors.

Like June, 2013 disaster, Jaypee Company has not once again opened the door even after much rain. This is beyond understanding that officers could not predict that the debris of 2013 disaster collected above, can be dangerous again in this monsoon for the dam and the places situated downstream.

In Oct, 2013, Matu Jansangathan said this previously in filed petition at NGT, which has figured again. Jaypee Company and State Government has also disillusioned the tribunal but they cannot escape from the responsibility of disaster happened again in the villages downstream and people lost their properties and valuables.

This has also come in light that Jaypee Company was selling this dam to other national and international company. But can this be profitable for those companies in this situation?

This will be beneficial for the area and state that without waiting for the court orders, Government should cancel these dams in the favor of Ganga and people.

The ministry of Environment and local administration should also find out the ways to deal with the debris coming from upstream. This is a very serious question so that Srinagar, 2013 incident should not happen again in which people lost their home and properties because of the debris came down through Srinagar Hydroelectric Project.

Ganga has proved again that Dam is not acceptable. They will always remain dangerous in the ecologically fragile places. The Dam Company and respective Government should also understand this besides resisting for it and move ahead for the greater common good of people living there and the ecology of that area.
