चारधाम यात्रा मार्ग पूरी तरह सुरक्षित

धर्म लाभ के साथ उत्तराखंड की सुंदर वादियों का आनंद लें

आप जानते ही होंगे कि नीति घाटी में आई 7 फरवरी, 2021 की आपदा में बांध के कारण ही ज्यादा आपदा में वृद्धि हुई है। लोगों की हत्या का कारण ऋषि गंगा व तपोवन विष्णुगाड बांध ही है। यह बात दीगर है।

उत्तराखंड की आर्थिकी के स्त्रोत में चार धाम यात्रा प्रमुख है।

मीडिया में 7 फरवरी से नीति घाटी से आई आपदा की रिपोर्टिंग में शुरू में बहुत जगह बद्रीनाथ घाटी कहा गया है, जो कि ऐसा नहीं है। बद्रीनाथ धाम यात्रा मार्ग पर इस आपदा का कोई असर नहीं है। बद्रीनाथ जी तक का रास्ता पूरी तरह से साफ है। सड़क चौड़ी होने की प्रक्रिया में है। कहीं कहीं पर अगर  काम रुकता है तो रास्ते जल्दी ही खुल भी जाते हैं।

गंगोत्री-यमुनोत्री- केदारनाथ सहित बद्रीनाथ यात्रा मार्ग पूरी तरह सुरक्षित हैं। उम्मीद है कि सड़कों की कुछ रुकावटें अभी कपाट खुलने तक। जो कि यात्रा शुरू होने तक ठीक हो जाएंगी।

इसलिए इस आपदा का यात्रा से कहीं कोई या अन्य किसी भी तरह की पर्यटन गतिविधि से कोई लेना देना नहीं है। मात्र और मात्र "नीति पास" का कुछ हिस्सा जरूर प्रभावित हुआ है।

हम सरकारों के साथ देश के तमाम संगठनों से भी यह अपील करते हैं कि वह यह बात बहुत ताकत से फेसबुक, टि्वटर व अन्य सोशल मीडिया तथा तमाम तरह के प्रचार साधनों का इस्तेमाल करते हुए यह बताएं कि यात्री बिना किसी हिचक के चार धाम की यात्रा के लिए उत्तराखंड आ सकते हैं। उनका धर्म लाभ उनकी आस्था उत्तराखंड के आम लोगों की आर्थिकी को भी मजबूत करेगी।

साथ ही हम:-

1-हम सभी मीडिया संस्थानों से भी अपील करते हैं कि वे अपने स्थानीय प्रतिनिधियों के माध्यम से चार धाम यात्रा के बारे में उत्पन्न हो रही भ्रांतियों को दूर करवाएं।

2-केंद्र व राज्य सरकारें सभी मीडिया संस्थानों पर अपीले जारी करें। इस बारे में विज्ञापन और बयान दें।

3- सभी विधायक व सांसद अपनी शक्तियों का उपयोग करते हुए देशभर के अपने सहयोगी सांसदों के माध्यम से उनके क्षेत्रों में भी यह बात पहुंचाएं।

इस और बहुत गंभीरता से ध्यान देना होगा। अन्यथा 2013 की आपदा के बाद फिर 2015 में एक और आपदा और फिर लॉकडाउन में यात्रा बंद रही। इन सब परेशानियों को झेलने के बाद कहीं फिर से उत्तराखंड के लोगों को पुनः वह परिस्थिति देखने पर मजबूर ना होना पड़े।

Chardham yatra route is completely safe.

 Enjoy the beautiful valleys of Uttarakhand with religious benefits.

You may be aware that the February 7, 2021 disaster in Niti Valley increased due to the presence of dams. The presence of  Rishi Ganga Hydro Power Project  and Tapovan Vishnugad Dam in the valley are the reasons for people’s death. This is strange.

The Char Dham Yatra is prominent in the economy of Uttarakhand.

 Badrinath Valley has been called very early in the media in reporting the disaster that came from Niti Valley on February 7, which is not the case. There is no impact of this disaster on the Badrinath Dham Yatra route. The path up to Badrinath is completely clear. The road is in the process of widening. If work stops somewhere, then the roads also open soon.

Therefore, this disaster has nothing to do with yatra or any other kind of tourism activity. Only a part of the "Niti pass" has been affected.

We, along with the governments, appeal to all the organizations of the country to promote this very vigorously using Facebook, Twitter and other social media and all kinds of promotional tools that the pilgrim can visit Uttarakhand for  Char Dham yatra without any hesitation. Their faith will benefit them and will also strengthen the economy of common people of Uttarakhand.

Also we:

1-We also appeal to all media institutions to clear the misconceptions arising about the Char Dham Yatra through their local representatives.

2- Central and state governments should issue appeals on all media institutions. Advertise and make a statement about this.

3- All MPs and MLAs should convey this information across the country with the cooperation of their fellow MPs and MLAs.

This has to be given more serious attention. After the 2013 disaster, another disaster in 2015, and then in lockdown, the yatra stopped. After facing all these troubles, the people of Uttarakhand will not be forced to see the same situation again.

एन टी पी सी के सुरक्षा प्रबंधों की अवहेलना और आपराधिक लापरवाही का नतीजा

 7 फरवरी, 2021 को तपोवन गांव स्थित बैराज के गेट बंद थे। जिस कारण से तेजी से बहता पानी गेट से टकराकर बांयी ओर स्थित हेडरेस्ट टनल में घुस गया। आज अपने ही मजदूर व कर्मचारियों के परिवारों के जीवन की बर्बादी की जिम्मेदार एनटीपीसी है।

यह दुर्घटना  पूरी तरह सुरक्षा प्रबंधों की अवहेलना और आपराधिक लापरवाही का नतीजा है। हम ग्लेशियर टूटने या ग्लोबल वार्मिंग को दोष देकर लोकल वार्मिंग के मुद्दे को नहीं छुपा सकते।

अफसोस है कि उत्तराखंड में सरकार ने एक दिन का शोक तक नहीं घोषित किया गया? एनटीपीसी ने भी एक शोक प्रस्ताव का स्टेटमेंट तक नहीं निकाला। क्या मात्र 4  लाख रुपये पर इन मेहनतकश मज़दूरों की जिंदगियों की कीमत है? जिन बांधो को विकास कहकर प्रचारित किया जाता है उन्ही बांधो ने इन मज़दूरों की जान ली है। 

माटू जनसंगठन ने 9 तारीख को पहले ही स्टेटमेंट में इन शहीदों को श्रद्धांजलि दी थी। रोज़ निकल रहे शव शोक में डुबा रहे हैं। हमारे पास दुखित परिवारों को सांत्वना देने के लिए शब्द नही है। मृतकों को श्रद्धांजलि में आंखे नम है। हम नेशनल डिजास्टर रिस्पॉन्स फोर्स, आर्मी, आईटीबीपी, एसडीआरएफ व स्थानीय पुलिस के जवानों को सलाम करते हैं। उनकी कोशिशें सफल हो। जो लापता हैं वे सलामत मिले। साथ ही जोशीमठ के गुरुद्वारे प्रबंधक कमेटी को भी ज़िंदाबाद जो इन जवानों के लिए रहने व खाने की लगातार व्यवस्था दे रहे हैं।

एनटीपीसी को 8 फरवरी 2005 में तपोवन विष्णुगाड परियोजना बनाने के लिए पर्यावरण स्वीकृति मिली थी। 2011 में यह परियोजना के पूरा होने की संभावित तारीख थी। किंतु परियोजना लगातार क्षेत्र की नाजुक पर्यावरणीय स्थितियों के कारण रूकती रही है। सन 2011, 2012 व 2013 में काफर डैम टूटा, बैराज को कई बार नुकसान पहुंचा। सन 2009 में हैड रेस्ट टनल को बनाने के लिए लाई गई 200 करोड़ की टनल बोरिंग मशीन टनल में ही अटक गई। फिर 2016 में दोबारा अटक गई। प्राप्त जानकारी के अनुसार अभी तक वही खड़ी है। इसी दौरान जोशीमठ के नीचे से टनल बोरिंग के कारण एक बहुत बड़ा पानी का स्त्रोत फूटा जो कि जोशीमठ के नीचे के जल भंडार को खत्म कर रहा है। इस दौरान संभवत कंपनी में टनल का डिजाइन भी बदला है। जिसकी कोई आकलन रिपोर्ट सामने नहीं आई है। परियोजना की लागत लगातार बढ़ती जा रही है।  पर्यावरणीय परिस्थितियां परियोजना को नकार रही है। याद रहे 1979 में प्रशासन स्थानीय प्रशासन द्वारा सड़क निर्माण पर भी आपत्ति जताई गई थी। क्योंकि जोशीमठ एक बड़े लैंडस्लाइड पर बसा हुआ शहर है। अभी यहां बड़े निर्माण कार्य तेजी से चालू है। तो क्या हम मात्र प्राकृतिक आपदा को दोष देकर अपनी ज़िम्मेदारी से अलग हटेंगे?

इतनी बड़ी परियोजनाओं में कोई सुरक्षा प्रबंध, अर्ली वार्निंग देने का कोई सिस्टम का ना होना?

उत्तराखंड राज्य बनते ही जल विद्युत परियोजनाओं और पर्यटन को आमदनी का स्त्रोत और विकास का द्योतक माना गया। मगर इन परियोजनाओं की लाभ हानि को तो एक तरफ कीजिए बल्कि इन बांध परियोजनाओं की स्वयं की सुरक्षा और इन परियोजनाओं  में काम करने वाले मजदूरों और बांधो के टूटने की दशा में क्या हो? या बांध संबंधी अन्य  दुर्घटनाओं के बारे में कोई सुरक्षा प्रणाली अब तक नहीं बनाई गई। टिहरी हाइड्रो डेवलपमेंट कॉरपोरेशन  2010 में टिहरी बांध को संभालने में नाकामयाब रही। उसकी टनल में मजदूरों के मारे जाने की कितनी ही घटनाएं हुई। 2012 में अस्सी गंगा में बादल फटने पर भी कोई अलार्म सिस्टम नहीं था। कल्दी गाड (9.5 मेगावाट) परियोजना और मनेरी-भाली चरण-2, दोनों ही उत्तराखंड जल विद्युत निगम की परियोजनाएं थी। मगर पानी कल्दीगाड से मनेरी भाली तक पानी को आने में घंटे भर से भी ज्यादा समय लगा। मगर तब भी मनेरी भाली दो के गेट नहीं खुल पाए थे। 2006 में भी मनेरी भाली परियोजनाओ से 6 लोग मारे गए। अचानक से पानी छोड़ने के कारण। 2013 की आपदा ने उत्तराखंड सहित पूरे देश को हिला दिया था। संसार भर में से हर तरह की राहत यहां पहुंची। अफसोस अर्लीअलार्म सिस्टम तब भी मौजूद नहीं रहा और 7 फरवरी 2021 को भी नही था। 

 *तो इसका दोषी कौन है?* 

हमने  तपोवन गांव व रैणी गांव का दौरा किया। जहां पर ऋषि गंगा परियोजना का पावर हाउस है। उस दौरे में रैणी गांव के लोगों ने कहा हमें कोई राहत सामग्री की जरूरत नहीं है। हमने ही यहां पर आने वाले लोगों को अपने घरों में ठहराया है। सुरक्षाबलों और अन्यों को जलाने के लिए लकड़िया दी हैं। हमें बस यह बांध नहीं चाहिए। अब इस बांध को बंद होना चाहिए। 

ज्ञातव्य है कि 13.5 मेगा वाट की ऋषि गंगा परियोजना में लगातार दुर्घटनाएं होती रही हैं। परियोजना प्रयोक्ता कि 2011 में चट्टान धसकने से मृत्यु हुई। उसके बाद भी अनेक दुर्घटनाओं में परियोजना को काफी नुकसान पहुंचा। यह सब बताता है कि पूरे क्षेत्र की पर्यावरणीय परिस्थिति किया काफी नाजुक है।

 माटू जनसंगठन की मांगे:-

1-नेशनल थर्मल पावर कारपोरेशन पर प्रथम दृष्टया सरकार की ओर से गैर इरादतन हत्या का मुकदमा दायर किया जाए।

2- इस पूरे प्रकरण की जांच तकनीकी विशेषज्ञों द्वारा एक रिटायर्ड हाई कोर्ट या सुप्रीम कोर्ट के जज की अध्यक्षता में हो।

3-मजदूरों के परिवारों को प्रति परिवार एक स्थाई रोजगार व 50 लाख करमुक्त राशि दी जाए।

4- सर्वोच्च न्यायालय तुरंत इस पर स्वयं संज्ञान लेकर इस संदर्भ में लंबित मुकदमे को अंजाम दे।

5- दोनों परियोजनाएं बंद होनी ही चाहिए।

Dhouli Ganga Disaster:
Consequences of disregard of security arrangements and criminal negligence by NTPC



 On 7 February 2021, the barrage gates at Tapovan village were closed. Due to which fast flowing water collided with the gate and entered the Headrace tunnel on the left. Today NTPC is responsible for the loss of life of the families of its own employees and workers. This accident is a result of complete disregard of security arrangements and criminal negligence. We cannot hide the issue of local warming by blaming glacier breakdown or global warming.


Sadly, the government has not even declared a day mourn in Uttarakhand? NTPC has not even taken out a statement of condolence. Are the lives of these working laborers worth only 4 lakh rupees? The dams which are promoted as development are responsible for the killing of these workers.


Matu Jan Sangathan had already paid tribute to these martyrs in its statement on 9th Feb. The dead bodies coming out everyday are drowning in long lasting grief. We have no words to console the grieving families. The eyes are full with tears as a tribute to the dead. We salute the personnel of National Disaster Response Force, Indian Army, ITBP, SDRF and local police. May their efforts be successful. Those who are missing get safe guard. At the same time, we also salute the Gurdwara Prabandhak Committee of Joshimath, who are constantly providing accommodation and food to the soldiers.


NTPC received environmental clearance on 8 February 2005 to build the Tapovan Vishnugad project. This project was expected to be commissioned in 2011. But the project has been continuously stalled due to the fragile environmental conditions of the region. In 2011, 2012 and 2013, the Coffer Dam broke, barrage was damaged several times. In 2009, the 200 crore tunnel boring machine brought to build the head race tunnel was stuck in the tunnel itself. Then it was stuck again in 2016.

According to the information received, the TBM is still stuck. Meanwhile, due to tunnel boring, a huge water source erupts which is destroying the ground water in Joshimath. Because of this, the design of the tunnel has also changed by the company. No assessment report of which has been revealed. The cost of the project continues to increase. Environmental conditions are negating the project.


Remember, in 1979, the local administration had objected to the road construction, because Joshimath is situated on a large landslide. Right now large construction work is going on very fast. So, shall we just get over calling it a natural disaster?

 

In such large projects there is no security, no system of early warning?

As soon as Uttarakhand became a state, hydropower projects and tourism were considered as a source of income and a sign of development. Apart from the profit and loss of these projects, there is no attention given to the self-protection of these dam projects and what should happen with the workers working in these projects in case of dam break? No safety system has been created regarding dam related accidents yet.


The Tehri Hydro Development Corporation failed to handle the Tehri Dam in 2010. There were so many incidents of workers being killed in its tunnel. In 2012, there was no alarm system when a cloud burst in the Asi Ganga. Both the Kaldi Gad (9.5 MW) project and the Maneri-Bhali Phase-2 on Bhagirathi were Uttarakhand Jal Vidyut Nigam projects. It took more than an hour to get the water from Kaldigad to Maneri Bhali. But even then the gate of Maneri Bhali-2 could not open.


Also in 2006, 6 people died because water was suddenly released from Maneri Bhali projects without any prior information. The 2013 disaster shook the entire country including Uttarakhand. Every kind of relief reached here from all over the world. Sadly the early alarm system did not exist even then and was not even on 7 February 2021. So who is to blame?

 

We visited Tapovan village and Raini village where power house of the Rishi Ganga project located. The people of Raini village said that they do not need any relief material. They said that they provide shelter to people in their homes who came to their village. They provide wooden sticks to burn to security forces and others. They strongly opposed the dam and said that they just don't want this dam. Now this dam should be closed.


It is known that there have been frequent accidents in the 13.5 MW Rishi Ganga project. The project  user died of a rock fall in 2011. Even after that, the project suffered significant damage in many accidents. All this suggests that the environmental condition of the entire region is quite fragile.


Matu Jansangthan demands: - 

  1. The government should file a prima facie case for unintetional murder and criminal negligence on NTPC.

  2. This entire case should be investigated by technical experts headed by retired High Court or Supreme Court Judge. 

3 - Workers' families should be given a permanent employment and a tax-free amount of 50 lakh.

4- The Supreme Court should immediately take cognizance of this and execute the pending case in this context. 

5- Both projects should be closed.

08-02-2021 आपदा में शहीद हुए व्यक्तियों के लिए हमारा शोक बांध सहित, हिमालय में बड़ी परियोजनाएं रोकिये।

उत्तराखंड ने फिर एक तबाही का मंजर देखा। चमोली जिले में ऋषि गंगा में अचानक से आई जल प्रलय में रैणी गांव के स्थानीय निवासीबकरियां चराने वाले बकरवाल व 13.5 मेगा वाट के ऋषि गंगा पावर प्रोजेक्ट में कार्यरत मजदूर-कर्मचारी मारे गए या लापता घोषित हुए हैं।

जिसके बाद जल प्रलय ने धौलीगंगा में पहुंचकर तपोवन विष्णुगाड का पावर प्रोजेक्ट (520 मेगावाट) के पूरे बांध को ध्वस्त किया। और पावर हाउस की ओर जाने वाली सुरंगों में काफी दूरी तक मलबा व गाद भर दिया।

इस परियोजना में भी जो लोग सुरंग काम कर रहे थे। उनकी खोजबीन अभी जारी है। कुछ शव मिले हैं। बाकी लापता है।

जो लापता हुई वो कबकैसेमिलेंगेऔर कितने लोग वास्तव में मारे गए उनकी संख्या कभी सामने नहीं आएगी क्योंकि रिकॉर्ड में वही मजदूर होंगे जिनका रजिस्टर बनता है। छोटी-छोटी ठेकेदारों कि कितने लोग कहां कहां काम कर रहे थे उसका कोई रिकॉर्ड नहीं होता। आज तक 2 जून 2013 की आपदा में लापता हुए और मारे गए लोगों का पूरा रिकॉर्ड हो ही नहीं पाया।

पूरे घटनाक्रम में दोष प्रकृति को दिया जा रहा है। ग्लेशियर टूटने की बात जमकर के प्रचारित हो रही है। किंतु हिमालय की नाजुक पारिस्थितिकी में इतनी बड़ी परियोजनाओं को बनाने कीअनियंत्रित विस्फोटकों के इस्तेमाल कीजंगलों को काटने कीपर्यावरणीय कानूनों व नियमों की पूरी उपेक्षा पर न सरकारों का कोई बयान है ना कही और ही चर्चा हुई।

सरकारो ने अब तक की बांध संबंधी रिपोर्टोंपर्यावरणविदों की चेतावनियोंप्रकृति की चेतावनी को ध्यान नही दिया है। मध्य हिमालय में बसा यह राज्य प्राकृतिक सुंदरता से भरपूर है किंतु साथ ही प्राकृतिक आपदाओं का खतरा हमेशा बना रहता है। प्रकृति के साथ लगातार की जा रही छेड़छाड़ इस तरह की आपदा को और अधिक भयावह रूप दे देती है।

7 फरवरी, 2021 की तथाकथित ग्लेशियर टूटने की घटनायदि यह दो बांध नीचे नहीं होते तो जान माल की न्यूनतम से न्यूनतम ही नुकसान करती। सरकारों को देखना चाहिए कि इन परियोजनाओं के कारण ही  मजदूर व अन्य कर्मचारीगांव के निवासी तथा बकरवाल मारे गए है।

रैणी गांव के लोगों ने अति विस्फोट की बात लगातार उठाई। वह उत्तराखंड उच्च न्यायालय में भी गए और न्यायालय ने जिलाधिकारी को जिम्मेदारी दी।

तपोवन-विष्णुगाड परियोजना की पर्यावरण स्वीकृति को भी हमने तत्कालीन " राष्ट्रीय पर्यावरण अपीलीय प्राधिकरण" में चुनौती दी थी। जिसको समय सीमा के बाद अपील दायर करने के मुद्दे पर प्राधिकरण ने रद्द कर दिया था। इसके बाद भी पर्यावरण से जुड़े तमाम मुद्दों को हम उठाते रहे किंतु सरकार ने कभी कोई ध्यान नहीं दिया। दोनों ही बांधों के पर्यावरणीय उल्लंघन के लिए हम स्थानीय प्रशासनउत्तराखंड राज्य के संबंधित विभाग व केंद्रीय पर्यावरण मंत्रालय को पूर्ण रूप से दोषी मानते है।

उत्तराखंड कि एक मुख्यमंत्री स्वर्गीय नारायण दत्त तिवारी ने टिहरी बांध के बाद कहा था कि अब कोई ऐसा बड़ा बांध नहीं बनेगा। मगर उसके बाद महाकाली नदी पर पंचेश्वर व रूपाली गाड बांध की पूरे धोखे के साथ 2017 में जन सुनवाई की गई। टोंस नदी पर एक बड़े किशाउ बांध को सरकार आगे बढ़ रही है। ये सीधा आपदाओं को आमंत्रण है।

जून 2013 की आपदा के बाद सुप्रीम कोर्ट ने "अलकनंदा हाइड्रो पावर कंपनी लिमिटेड बनाम अनुज जोशी एवं अन्य" के केस में स्वयं उत्तराखंड की आपदा पर संज्ञान लेकर सरकार को आदेश दिया कि उत्तराखंड की किसी भी बांध परियोजना कोकिसी तरह की कोई स्वीकृति न दी जाए। और जल विद्युत परियोजना के नदियोँ पर हो रहे असरों का एक आकलन किया जाए।

पर्यावरण मंत्रालय ने सुप्रीम कोर्ट के आदेश को गंगा कि कुछ नदियों तक सीमित कर दिया। सुप्रीम कोर्ट ने अपने आदेश को सीमित करने पर पर्यावरण मंत्रालय को कभी दोषी नहीं ठहराया। ना इस पर कोई संज्ञान लिया। समिति ने रवि चोपड़ा की अध्यक्षता में वन्य जीव संस्थानदेहरादून की 2012 वाली रिपोर्ट में कही गई 24 में से 23 परियोजनाओं को ही रोकने की सिफारिश की। किंतु सुप्रीम कोर्ट ने  24 परियोजनाओं को ही रोकने योग्य माना।

इसके बाद पर्यावरण मंत्रालय ने एक नई समिति बनाकर 24 में से छह बड़ी परियोजनाओं को आगे बढ़ाने कि अनुशंसा दी। सेंट्रल इलेक्ट्रिसिटी अथॉरिटी ने भी एक समिति बना दी। मगर जल शक्ति मंत्रालयऊर्जा मंत्रालय और पर्यावरण मंत्रालय की ओर से जो सांझा शपथ पत्र सुप्रीम कोर्ट में दाखिल करना था वह आज तक नहीं हुआ है। सुप्रीम कोर्ट ने भी इस पर लंबे समय से कोई सुनवाई नहीं की है। सुप्रीम कोर्ट जलवायु परिवर्तन के तथा लोगों की हत्याओं से जुड़े इतने बड़े मुकदमे को ना सुनने के लिए दोषी है। इसलिए इस दुर्घटना के के लिए सर्वोच्च न्यायालय भी जिम्मेदार है

 

जबकि 2016 में तत्कालीन ऊर्जा मंत्री पीयूष गोयल ने कहा था कि  हम आवश्यकता से अधिक बिजली का उत्पादन कर रहे हैं। सरकारी आंकड़ों के अनुसार यदि  वर्तमान के  विद्युत परियोजनाएं 70 से 75% भी उत्पादन करती हैं तो हमें नई परियोजनाओं की कोई आवश्यकता नहीं है। तो फिर हिमालय की इतनी संवेदनशील इलाकों में ऐसी परियोजनाओं की क्या जरूरत है?

यह बात भी दीगर है कि उत्तराखंड की एक भी बांध परियोजना में पुनर्वास और पर्यावरण की शर्तों का अक्षरश: पालन नहीं हुआ है। ऐसा ही यहां पर भी हुआ है। बांध किसी भी नदी में आई प्राकृतिक आपदा को विकराल रूप में बदलते हैं। रवि चोपड़ा कमेटी ने अपनी रिपोर्ट में यह स्पष्ट लिखा था।

जून 2013 की आपदा में ऐसे अनेक उदाहरण हमारे सामने हैं। अलकनंदा नदी पर बना विष्णुप्रयाग बांध नहीं टूटता तो नीचे के पुल नहीं टूटते।  बद्रीनाथजी और हेमकुंड साहेब के हजारों यात्रियों को अटकना नही पड़ता। इसी नदी पर श्रीनगर बांध के कारण निचले क्षेत्र की सरकारी व गैर सरकारी संपत्ति जमीदोंज हुई। लोग आज भी मुआवजे की लड़ाई लड़ रहे हैं।

सरकार ने 2013 की आपदा से कोई सबक नहीं लिया। सुप्रीम कोर्ट ने भी इस पर कोई कदम आज तक नहीं लिया है।

माटू जनसंगठन के अलावा उत्तराखंड व देश के  हिमालय प्रेमी व पर्यावरणविद आदि सभी ने 2013 में ही सरकार को इस मुद्दे पर चेताया था कि ऐसी दुर्घटनाएं पुनः हो सकती है इसलिए बड़ी परियोजनाओं को रोकना ही चाहिए।

·         इन सब मुद्दों पर जनप्रतिनिधियोंनीतिकारोंअधिकारी वर्ग व सरकार  की जवाबदेही सुनिश्चित होनी ही चाहिए। वे ही इन बांधों को विकास और बिजली के लिए आगे बढ़ाते है।

·         परियोजनाओं में कार्य तमाम परियोजनाओं में कार्यरत मजदूरों का पूरा रिकॉर्ड बनाने के आदेश जारी हो

Our condolences to the people martyred in the disaster invited by the government, planners, contractors, politicians.

Stop large projects in the Himalayas, including the dam.

 

Uttarakhand again saw a catastrophe. Local residents of Raini village, goat grazing herders and labourer working in the (13.5 MW) Rishi Ganga Power Project have been declared dead or missing in the sudden flood in Rishi Ganga in Chamoli district.

After that, the water disaster reached Dhauliganga, destroyed the entire dam of Tapovan Vishnugad's power project (520 MW) and filled the debris and silt in the tunnels leading to the power house. The workers employed in the tunnel of this project are still missing. Some dead bodies have been found and many more are still missing. The exact number of people killed and missing is not clear yet. On the other hand the number of people who were actually killed will never be revealed because the authorities will only talk about the registered labours. There is no record of the number of small contractors involved and how many people were working with them. Till date, there is no complete record of the missing and killed people in the disaster of June 2013.

The nature is being blamed for the whole incident. The news of breaking glaciers is being widely publicized but there is no statement or discussion on the delicate ecology of the Himalayas for the creation of such large projects, the use of uncontrolled explosives, cutting down of forests, and complete neglect of environmental laws and regulations.

Governments have so far ignored dam reports, warnings from environmentalists, warnings of nature. Being situated in the central Himalayas, Uttarakhand state is full of natural beauty, but at the same time there is always the risk of natural disasters. Constant tampering with nature makes such disaster more frightening.

The so-called glacier rupture incident of February 7, 2021, if these two dams were not there, would have caused the loss of life and property to the barest minimum. Governments should see that it is because of these projects that laborers and other workers, residents of the village and Bakarwal have been killed. The people of Raini village constantly raised the issue of excessive use of explosives for construction of projects. Villagers also went to the Uttarakhand High Court and the court gave the responsibility to the District Magistrate.

We, Matu Jansangthan also challenged the environmental clearance of the Tapovan-Vishnugad project in the then "National Environmental Appellate Authority". Which was canceled by the authority on the issue of filing this appeal after the deadline. Even after this, we kept raising all the issues related to the environment, but the government never paid any attention. We believe that the local administration, the concerned departments of Uttarakhand state and the Union environment ministry  are responsible for the environmental violations in both projects.

Former Chief Minister of Uttarakhand Late Narayan Dutt Tiwari said after the Tehri Dam that no such big dam will be built in future. Despite that the public hearing of Pancheshwar and Rupali Gad dam on Mahakali River were held in 2017 with full deception. The government is moving forward to a large Kishau dam on the Tons River. It is an invitation to another direct disaster.

After the June 2013 disaster, the Supreme Court, in the case of "Alaknanda Hydro Power Company Limited v. Anuj Joshi and others", took cognizance of the Uttarakhand disaster and ordered the central and state government not to sanction any dam project in Uttarakhand. And the Government should assess the impact of hydropower projects on the rivers.

The Ministry of Environment limited the order of the Supreme Court to some rivers of Ganges. The Supreme Court never took any cognizance for limiting its order. The committee headed by Ravi Chopra recommended  stoppage of 23 out of 24 projects stated in the 2012 report of Wildlife Institute of India, Dehradun. But the Supreme Court considered all 24 projects preventable.

After this, the Ministry of Environment formed a new committee and recommended that six of the 24 major projects be taken forward. The Central Electricity Authority also formed a committee. But the joint affidavit from the Ministry of Jal Shakti, Power Ministry and Environment Ministry which was to be filed in the Supreme Court has not happened till date. The Supreme Court has not held any hearing for a long time.

The Supreme Court is guilty of not hearing such a big case related to climate change and killings of people. Therefore the Supreme Court is also responsible for this accident.

Whereas in 2016, the then Power Minister Piyush Goyal had said that we are producing more electricity than required. According to government data, if the current power projects also produce 70 to 75%, then we have no need for new projects. Then what is the need of such projects in such sensitive areas of the Himalayas? It is also a matter of fact that rehabilitation and environmental conditions have not been fulfilled literally even in a single dam project in Uttarakhand,. The same has happened here. Dams change the natural calamity of any river into a formidable form. The Ravi Chopra Committee wrote this clearly in its report.

We have many such examples in the June 2013 disaster. If the Vishnuprayag dam built on the Alaknanda River does not break, then the bridges below do not break. Thousands of pilgrims of Badrinath ji and Hemkund Saheb do not have to get stuck. Because of Srinagar dam on the same river, the government and non-government property of the lower area became submerged. People are still fighting for the compensation.

The government did not learn any lessons from the June, 2013 disaster. The Supreme Court has not taken any step on this till date.

Apart from the Matu Janasangathan, Himalayan lovers and environmentalists of the Uttarakhand and the country warned the government in 2013 on the issue that such accidents can happen again, so big projects should be stopped.

  • Accountability of public representatives, policymakers, officers and government should be ensured on all these issues. They are the one who leads these dams for development and power.
  • Orders should be issued to make complete record of labourer working in all projects.

21-1-2021 Letter to Irrigation Minister Sri Satpal Maharaj, Uttarakhand State regarding the rehabilitation of Tehri Dam Oustees

माननीय श्री सतपाल जी महाराज,

उत्तराखंड


विषय : टिहरी बांध विस्थापितों के अनेक मुद्दे लंबित है। केंद्र से वार्ता की शुरुआत हो, किंतु यहबैठक अंतिम ना हो!


माननीय,


केंद्र से टिहरी बांध विस्थापितों के संदर्भ में बातचीत की शुरुआत के लिए बधाई !


आप केंद्र के साथ विस्थापितों के मुद्दे पर बातचीत करने जा रहे हैं। हमें एक अखबार से मालूम पड़ा।


हमारा आपसे निवेदन है कि इस तरह की बैठकों से पहले टिहरी बांध विस्थापितों के बीच काम कर रहे संगठनों, व्यक्तियों और विस्थापित व पुनर्वास स्थलों के जनप्रतिनिधियों के साथ एक लंबी बैठक की आवश्यकता है। 


टिहरी बांध बनने के बाद विस्थापितों की समस्याओ को पूरी तरह उपेक्षित किया गया है। हम याद दिलाना चाहते हैं कि 2001 में केंद्र सरकार के ऊर्जा मंत्रालय का "ऑफिस मेमोरेंडम" कहता है कि टिहरी बांध विस्थापितों के पुनर्वास में होने वाले सभी खर्चों का वाहन टीएचडीसी करेगी।


स्थिति यह है कि पुनर्वास कार्यालय तक के खर्चो के लिए भी टीएचडीसी पैसा मुहैया नहीं करा रही है।


अनेक दावों व वादों के अलावा मुख्य रूप से पर्यावरण स्वीकृति 19 जुलाई 1990 तथा 1 सितंबर 2003 के सर्वोच्च न्यायालय के आदेश का भी उल्लंघन हो रहा है।  


अखबार में आपके द्वारा दिए गए बयान के अलावा विस्थापित क्षेत्रों के भी अनेक-अनेक मुद्दे हैं । जिसके संदर्भ में, आपकी व  केंद्रीय उर्जा राज्यमंत्री (स्वतंत्र प्रभार) श्री राजकुमार सिंह के बीच, ऊर्जा मंत्रालय में 22-1-2021 को होने वाली बैठक के लिए हमारे प्रस्ताव है:-


1-एक समिति बननी चाहिए जोकि विस्थापितों की तमाम समस्याओं को सुनें उनको कलम बंद करें और बिना किसी लंबी प्रक्रिया के इन समस्याओं का समाधान किया जाए। टीएचडीसी उसके लिए आर्थिक जिम्मेदारी के लिए पूर्ण रूप से बाध्यकारी हो।


2- टिहरी बांध की झील के सब और का भूगर्भीय ताजा परीक्षण हो सम्पार्श्विक क्षति नीति 2013 के संदर्भ में।


3- टिहरी बांध के वर्तमान में पर्यावरण प्रभाव आंकलन पर भी निर्णय लिया जाए।

                          

प्रभावितों के साथ बातचीत किए बिना मात्र सरकारी स्तर पर होने वाली बैठकों में न केवल असली मुद्दे छूटेंगे बल्कि निचले स्तर तक समस्याओं का समाधान नहीं हो पाएगा। चूंकि जब तक प्रभावितों के साथ बात नहीं होगी तब तक असली सही स्थिति आपके सामने नहीं आ पाएगी।


क्योंकि हमें अभी ही मालूम पड़ा और आपसे मिलना संभव ना हो पाएगा। इसलिए इस बैठक के बाद हम आपसे व्यक्तिगत मिलकर भी सारी स्थिति सामने रखना चाहते हैं। 

अपेक्षा है कि आपकी यह बैठक अंतिम नहीं वरन टिहरी बांध विस्थापितों की समस्याओं के निराकरण के लिए एक नई शुरुआत के लिए पहला कदम होगी।

Let the Ganga Flow Free!

Amidst the Nation wide Lockdown that's yet to open up in many places, there's a worrisome development taking place in Central Himalayan region. Dams are being built that are a serious threat to all the Ecology and diversity of the region. And all of this is happening unchecked or unmonitored.

 Meanwhile, the Ministry of Environment, Forest and Climate Change (MoEFCC) has been proactive in giving green light to many dams/projects.  Five hydel projects of Sikkim, West Bengal and Uttarakhand are being considered by the Environmental Appraisal Committee of the River Valley and Hydroelectric Project today on 29-7-2020.  This includes the Vishnugad-Peepalkoti hydro power project (444MW) on the Alaknanda Ganga by taking loan from the World Bank. This is an attempt to lock the Ganges.

On one hand, the government has never lagged behind in boasting about how they support nature and letting the rivers flow as they like. But their actions are different from their words as the new dam conditions are being discussed today. The project has been surrounded by controversies from the very beginning.

The first environmental public hearing on 18 October 2006 was canceled due to public opposition.  After this, in the second public hearing held on 9 January 2007, mass protests were sidelined.

 Now in this project that's being built with the help of the World Bank, the issues of environment and public interest have been largely denied.

 Matu Jan Sangathan has wrote to the Environment Appraisal Committee informing them about the current situation/circumstances.

 1- It has been more than 10 years since the project was planned and the geographical scenario of the area has changed a lot since.

 2- Dams played a big role in June 2013's tragic Natural Disaster. This has been pointed out by the Ravi Chopra committee formed by the Ministry on the order of the Supreme Court.  In which all these facts came out clearly.

 3 - The course of Alaknanda River has been altered above this under construction project, which has led to the doors of the Vishnuprayag Dam being broken due to millions of ton of debris coming from the Khiro Valley. The upper part of the river is not in favor of hydropower projects due to presence of considerable silt and debris.

 4-- The Tehri Hydro Development Corporation India Ltd.'s(THDC) record has also not been good in the context of Tehri Dam.  Even the parameters and guidelines of not getting muck into the river were not followed.  In this context, the Hon'ble National Green Tribunal in Vimal Bhai Vs THDC case fined THDC with ₹ 50,00,000.  Further, this case is pending in the Hon'ble Supreme Court. This is for your information.

 5-- The Environmental Impact Assessment Report made in November 2009 is 11 years old.  The changes made by the World Bank in EIA and EMP have not come down to the ground level.  Before any new approval or before the new TOR, it will be necessary to see how much of the old EIA and EMP was followed.

 6 - The situation of rehabilitation and resettlement has been extremely miserable so far.  People have been protesting continuously for their minimum rights as stated in the rehabilitation policy of the project.  Haat Village's rehabilitation does not really meet any of the rehabilitation criteria. Somehow  people have been removed from their original village and resettled. Many families are still there.

 7 - In view of the larger perspective and to keep the Ganga stream uninterrupted, it's a necessity to cancel this project.

This is necessary not only in view of the ecology of the Ganga but also ecology of the Himalayas and the long-term benefits of the local population.

गंगा को लॉक नही अविरल रहने दो

देश में लॉकडाउन की  स्थिति है। अभी पूरी तरह लॉकडाउन  नहीं खुला है। मगर मध्य हिमालय में पूरी  परिस्थितिकी पर खतरे के बांधों पर काम चालू है।  जिस पर कोई निगरानी भी नहीं हो पा रही है

इस बीच बांधों को स्वीकृति देने के लिए पर्यावरण मंत्रालय चुस्त दिखाई देता है। सिक्किम, पश्चिमी बंगाल और उत्तराखंड की पांच जल विद्युत परियोजनाओ को नदी घाटी एवं जल विद्युत परियोजना की पर्यावरण आकलन समिति, आज 29-7-2020 को विचार कर रही हैं। जिसमें अलकनंदा गंगा पर विश्व बैंक के कर्ज पर बन रही विष्णुगाड-पीपलकोटी जल विद्युत परियोजना भी शामिल है। ये गंगा को लॉक करने की कोशिश है।

एक तरफ अविरलता के लिए प्रतिबद्धता जताने में सरकार कभी पीछे नहीं रही मगर अविरलता को समाप्त करने वाले इस बांध को आगे बढ़ाने के लिए
नई बांध शर्तों पर आज चर्चा हो रही है। यह परियोजना न केवल शुरू से ही विवादों के घेरे में रही है। 

18 अक्टूबर 2006 को हुई पहली पर्यावरणीय जनसुनवाई लोगों के विरोध के चलते रद्द की गई। इसके बाद दूसरी 9 जनवरी 2007 में हुई जनसुनवाई में जन विरोध को दरकिनार किया गया।

अब विश्व बैंक की मदद से बन रही इस परियोजना में पर्यावरण और जनहित के मुद्दों को काफी हद तक, एक तरफ किया गया है।

माटू जनसंगठन ने पर्यावरण आकलन समिति को पत्र भेजकर ताजा परिस्थिति से अवगत कराया है।

1-- परियोजना को बनते 10 वर्ष से ज्यादा हुए। इस बीच क्षेत्र की भौगोलिक स्थिति में बहुत परिवर्तन आया है। 
2- जून 2013 कि प्राकृतिक आपदा में बांधो ने बड़ी भूमिका अदा की है। सर्वोच्च न्यायालय के आदेश पर मंत्रालय द्वारा बनाई गई रवि चोपड़ा समिति ने इस ओर इंगित किया है। जिसमे यह सब बातें साफ आती हैं।

3--इस निर्माणाधीन परियोजना के ऊपर अलकनंदा नदी के रास्ते में परिवर्तन हुआ है। खीरो घाटी से लाखो टन मलबा आने की वजह से विष्णुप्रयाग बांध के दरवाजे टूटे। नदी का ऊपरी हिस्सा गाद और मलबे की दृष्टि से जल विद्युत परियोजनाओं के पक्ष में नहीं है।

4-- टिहरी हाइड्रो डेवलपमेंट कॉरपोरेशन इंडिया लिमिटेड का पुराना रिकॉर्ड टिहरी बांध के संदर्भ में भी अच्छा नहीं रहा है। इस परियोजना में भी नदी में मलवा ना जाए इसके मापदंडों का भी पालन नहीं हुआ। इस संदर्भ में विमल भाई बनाम टीएचडीसी मुकदमे में माननीय नेशनल ग्रीन ट्रिब्यूनल ने 50,00,000 ₹ का जुर्माना किया था। आगे अभी माननीय सर्वोच्च न्यायालय में यह मुकदमा लंबित है। यह सूचना आपकी जानकारी के लिए है।

5-- नवंबर 2009 में बनी पर्यावरण प्रभाव आकलन रिपोर्ट 11 साल पुरानी हो चुकी है। विश्व बैंक ने ईआइए और ईएमपी में जो बदलाव किए वे जमीनी स्तर पर नहीं उतरे हैं। किसी भी नई स्वीकृति से पहले या  नई टी ओ आर से पहले पुरानी ईआईए और ईएमपी का कितना पालन हुआ यह देखना जरूरी होगा।

6-- अभी तक के पुनर्वास और पुनर्स्थापना की स्थिति अत्यंत शोचनीय रही है। परियोजना की पुनर्वास नीति में बताए गए अपने न्यूनतम अधिकारों के लिए भी लोग लगातार धरने प्रदर्शन करते रहे हैं। हॉट गांव का पुनर्वास वास्तव में पुनर्वास के किसी मापदंड को पूरा नहीं करता। किसी तरह से मात्र लोगों को उनके मूल गांव से हटाया गया है। अभी भी कई परिवार वहां पर अपने स्थान पर से नहीं गए हैं। 

7--बृहद परिप्रेक्ष्य को देखते हुए व गंगा की धारा को अविरल रखने के लिए यह जरूरी होगा कि इस परियोजना को रद्द किया जाए।

ना केवल गंगा अपितु हिमालय की पारिस्थितिकी और स्थानीय जनता के दीर्घकालीन लाभों को देखते हुए भी यह जरूरी है।
